The purposes of implementation of learning management system of civil servants, employees of municipal unions, regional and city administrations are:

• minimisation of time and financial expenses of resources regional and municipal authority for reception by employees of a necessary professional knowledge in spheres of use e-learning;
• providing of access of employees to territorially distributed information (educational and intellectual) to resources in the spheres of use e-learning necessary for them for performance by them of the functional problems;
• organisation and support of constantly operating corporate (office) system of continuous improvement of professional skill of civil servants all levels of public authorities.

Traditional process of training, the educational environment and technologies of training economically are not favourable to fast, wide and mass training to a modern information technology at introduction of new information systems. They essentially do not consider:

• essential territorial distribution of structure of authorities and remoteness of employees from the centres of vocational training e-learning;
• organizational and financial complexity of creation of conditions for training of experts of regional and municipal authorities in the remote centres of training with a separation from primary activity.
